The first large work of art in Mažeikiai was built at the end of October of 1983 near the Gymnasium named after Merkelis Račkauskas. The monument was carved in two months by Romanas Kazlauskas (1937–2021) – the famous sculptor, member of the Lithuanian Artists’ Association and participant of the symposium held in Seda Town. More than two-meter-high stone from Samogitian fields was used to create the sculpture. The author himself named the work “To the World of Knowledge”. It is symbolic that the monument was built near the first gymnasium of Mažeikiai City, founded in 1919.
